HARVARD — Bare Hill Pond Watershed Management Committee reviewed finances and permit status at January meeting. Chair Bruce Leicher reported remaining fiscal-year budget of $4,935 and a pending $9,800 National Grid bill that may require reserve transfer if additional charges are owed. The Massachusetts governor's automatic two-year extension moves permit expiration to August 2027; Leicher, Jen Shultz, and Kerry Shrives will begin renewal filing this spring to avoid past Department of Environmental Protection delays.
Committee budget is currently $35,000 annually, well below the $60,000 it would reach via 5 percent annual increases from the 1990s baseline of $33,000. Pond refill begins at week's end, with recent snowfall expected to accelerate the cycle.
