HARVARD — Charter Review Committee met to advance Harvard's town charter modernization efforts. Chair Eric Ward convened the committee, which voted unanimously to approve its May 21 minutes, and heard from Town Administrator Dunbar, who provided her review and comments on the charter. Bruce Leicher presented research on code of conduct and recall provisions from neighboring towns, noting similarities in procedural structure with variation in implementation.

The committee deferred decisions on elected versus appointed board composition and the Town Administrator versus hybrid Town Administrator/Town Manager role pending attendance by absent members, and indicated it will seek input from Town Counsel and the Town Moderator on potential changes to the Town Meeting structure.
