Committee prepares presentation on Devens jurisdiction and housing projections

Harvard-Devens Jurisdiction Committee plans public presentation on governance and housing. Chair Victor Normand alerted members that Chapter 266 legislation specifies Massachusetts Development's jurisdiction over Devens expires July 2033, requiring new state law for any extension. The committee adopted 882 housing units as a working target for the January 27 public meeting and school enrollment discussions, though members emphasized uncertainty about actual timing and housing-type mix.

Normand will submit an opinion piece to the Harvard Press on January 12; committee member Paul Green proposed a Nashoba Regional Utility Commission to manage Devens utilities operations. An in-person dry run is scheduled for January 26 before the public session.
