Harvard Conservation Commission approves Farwell Quarry restriction and contractor fine. Chair Jim Burns presided over approval of a draft conservation restriction for Farwell Quarry permitting forestry management, sent to Town Counsel for state filing, and the commission unanimously issued a $700 fine to general contractor Justin Baer for seven violations of an Order of Conditions at 114 Clinton Shore Drive, including missing erosion barriers and unavailable permit documentation. Members agreed the penalty was proportionate because no environmental harm occurred at that site, unlike a similar 2025 violation at 21 Bolton Road that drew a $2,100 fine.
