Harvard-Devens committee advances framework review, plans agency survey. The seven-member panel, chaired by Victor Normand, examined written submissions from the Devens Enterprise Commission, towns of Ayer and Shirley, Devens residents, and Harvard on how to manage police, fire, education, and social services should Harvard resume jurisdiction over its historic Devens portion. Normand and recording secretary John McCormack will prepare a matrix to gather perspectives from Harvard town departments and boards on personnel, equipment, and transition timing.
The committee also discussed the Governor's proposed Economic Development Bill H5386 but deferred a vote until June to allow deeper study. Regular meetings will be held at 4 p.m. on the first Thursday of each month.
