HARVARD — Planning Board approves mid-June deadline for Master Plan feedback from boards and committees. Chair John McCormack advanced the 2026 Master Plan draft review process as the five-member board tackled the Rural Life Preservation Bylaw, refining lot coverage ratios, setback language, and discretionary planning board authority over use-based setback increases. Member Paul Robertson agreed to research whether bylaws can legally mandate additional setbacks.
The board also reviewed a model solar photovoltaic and battery energy storage system bylaw in response to a solar farm proposal defeated by 13 votes at town meeting, noting the current bylaw covers only installations exceeding 250 kilowatts in overlay districts.
