HARVARD — The Harvard Select Board reviewed DPW and Transfer Station siting strategy for an upcoming Special Town Meeting, with public information sessions scheduled for October 5 via Zoom and October 8 at the Council on Aging. Board members Eric Ward and Eve Wittenberg will present options C, D, and other alternatives, with option E deemed cost-prohibitive. The Board expressed low confidence in NextGen's solar proposal due to expanded scope and untested Massachusetts model, while Solect Energy's Community Purchase Agreement was viewed favorably as lower-risk with ongoing siting work.
Town Administrator Dawn Dunbar will seek state guidance on NextGen grant withdrawal. Ward presented a revised FY28 budget framework using phases instead of fixed dates to clarify Select Board and Finance Committee roles, and the Board agreed to fund a compensation and classification study with free cash, the first update since 2016.
