Harvard Select Board set a 3.25% base budget increase guideline for fiscal year 2028, Chair SusanMary Redinger announced at a special meeting, with Town Administrator Dawn Dunbar and Finance Director Jared Mullane present. The ceiling, excluding debt, benefits, and sewer subsidy, is calibrated to average projected inflation and designed to curb creative spending and limit tax overrides. Departments and committees must submit prioritized lists of additional requests with justifications; schools will receive guidance but are not required to follow it.

In a separate unanimous vote, the Board authorized use of the Rantoul Fund to cover $18,500 in compensation and class study costs.
